COMMUNITY SERVICES DEPARTMENT

At Risk Seniors

On Thursday morning, January 10, Huntington Beach Senior Services, Emergency Management & Homeland Security, Community Emergency Response Team (CERT) volunteers, and Radio Amateur Civil Emergency Services (RACES) volunteers joined together for a drill on establishing a command center at Michael E. Rogers Seniors’ Center in order to implement the Emergency Plan for At-Risk Seniors.  Following the drill, the Huntington Beach Council on Aging provided lunch for all the participants.  That Emergency Plan for At-Risk Seniors was created in a joint departmental effort to ensure that pre-identified frail and elderly who are without support are checked on and assisted through an emergency or disaster.  Through the educational efforts of Senior Services Social workers, the list of pre-identified, at-risk seniors has been reduced from over 100 when this plan was first developed to almost half of that.  Social workers counsel elders to select a neighbor or near friend to check on them in case of an emergency.  When support is established through a personal relationship, the senior is no longer considered at-risk.  This preparatory work will allow the At-Risk program to expand its parameters in a disaster to provide assistance to senior facilities as well as to provide checks on seniors whose families have phoned in concern from out of the area.  Senior Services staff will use the training provided in this drill to train Senior Services Volunteers to be Response Team Leaders as well as Response Team Volunteers.  In November 2008, Senior Services staff and volunteers will again participate with CERT, RACES, and the EOC in a joint exercise.
