Draft Mitigated Negative Declaration No. 2015-003 analyzes the potential environmental impacts associated with a proposal to perform maintenance activities on the existing Humboldt Drive bridge that are intended to restore the integrity of its original design. Repair/rehabilitation would require the following maintenance measures:
The project site is the existing Humboldt Drive Bridge, spanning approximately 156 linear feet over the Short Channel, a tidally influenced waterway within the Huntington Harbour residential community. The subject bridge provides the only vehicular and pedestrian access to the Humboldt Island neighborhood. The bridge is a multi-span steel I-girder bridge with two traffic lanes (one lane in each direction), a 2-foot pedestrian sidewalk on the north side, and a 5-foot pedestrian sidewalk on the south side. Parts of the bridge have deteriorated due to normal wear from vehicular traffic and from tidal flux of the marine ecosystem setting during the last five decades, and the bridge has been deemed to be functionally obsolete due to aspects of its existing condition and a narrow roadway width identified by a routine Caltrans Bridge Inspection Report. Repair work will be conducted in two phases to allow the continued use of the bridge for vehicular and pedestrian access, and will require working platforms with enclosed protective coverings. The subject site is not designated as a hazardous waste property on any of the lists of such sites pursuant to Section 65962.5 of the Government Code.

The Draft Mitigated Negative Declaration will be available for public review and comment for 30 days commencing Thursday, November 12, 2015, and ending Monday, December 14, 2015. Subsequent to the comment period, a public hearing will be scheduled before the City of Huntington Beach Zoning Administrator. The public hearing is tentatively scheduled for mid-December 2015.
