Surface Water Quality Improvements
The City recently completed the installation of 119 trash and debris collection gates inside 87 catch basins in the Huntington Harbour watershed. These gates will prevent trash and debris from entering into the Harbour. Instead of being cleaned by hand, the gates allow the street sweepers to collect the trash through the regular sweeping route.
This was the final project funded by a $4 million State Clean Water Act grant. Additional funding was received from the California Integrated Waste Management Board.
Over the past two years, the City has installed pollutant separator devices at the twelve storm drain outlets that discharge onto the City's beaches and one outlet that discharges into the Bolsa Chica wetlands. Devices were also installed during the South Beach reconstruction.
Other units were placed at discharges outlets to Central Park and the Wintersburg Channel. The combined impact of these upgrades will improve the surface water quality discharged into the ocean, harbor and channels of Huntington Beach.
Children with disabilities to reel in the fun at the Ol' Fishin' Hole
Children with disabilities will get to cast their lines into fun when they participate at the annual Ol' Fishin' Hole Derby at Chris Carr Park in Huntington Beach from 9 a.m. to noon on Friday, May 12, 2006. Chris Carr Park is located at the southeast corner of Springdale Street and Heil Avenue in Huntington Beach.
Volunteers and City of Huntington Beach staff will be assisting youngsters with their rods and reels at the event. This event is co-sponsored by the City of Huntington Beach Community Services and the Huntington Beach Kiwanis Club with lunch being provided for the participants by the Huntington Beach Rotary Club.

Children's Library March activities
The Huntington Beach Children's Library offers a variety of programs and activities for children throughout the year. In addition to weekly storytimes and programs, kids can visit the Children's Department at the Central Library, located at 7111 Talbert Ave, for computer and Internet access.
This March, the Children's Department has several upcoming events for kids. The In-N-Out Burger "Food for Thought" Reading Programs will be held at the Children's Department of the Central Library and at all the other branches from Saturday, March 4 to Saturday April 15. The program is free and children between the ages of 4 and 12 can sign up to earn up to three In-N-Out certificates for a free hamburger for every five books they read.
Also this month is the Family Evening Pajama Storytime. Children are invited to wear their pajamas and bring their teddy bears, and celebrate St. Patrick's Day with stories, songs, puppets and more. Refreshments will be provided by the National Charity League. The Family Evening Pajama Storytime is a free event that will take place on Thursday, March 9 at 7 p.m. at the Tabby Storytime Theater.
On Wednesday, March 15 at 4 p.m., Franklin Haynes Marionettes presents "Marionette Magic" at the Central Library Theater. "Marionette Magic" is a wonderful variety puppet show with both familiar and never seen before characters, including Patty Polar Bear and Mr. Bubbles. Tickets go on sale February 15 and advance ticket purchase is highly recommended. Tickets are $3 per child and $5 per adult.
Another free event for children is the Cable TV Storytime, which will be held on Thursday, March 30 at the Tabby Storytime Theater. This storytime will be taped for television and features songs, stories, music, puppets and more. There will be two different tapings, one at 10:30 a.m. and one at 11:30 a.m.

Fishin' Derby needs volunteers
Volunteers are being sought for the Ol' Fishin' Hole Derby that will be held on May 12 at Chris Carr Park. The City of Huntington Beach Community Services Dept. and the Huntington Beach Kiwanis Club sponsor this event. We are expecting 180 children with disabilities and will need a lot of help. Many of these children have never been fishing before and it has proved to be a fun event for both the children and the volunteers.
The Huntington Beach Rotary Club will provide lunch. We are asking that volunteers arrive at 8:30 a.m. and bring a net if they have one. Please call 536-5486 to sign up to volunteer.
Lifeguard tryouts to be held March 19th
Every summer, the Huntington Beach lifeguards hire more than 100 seasonal lifeguards to watch over our beaches. With more than 11 million visitors from around the world coming to Surf City each year, the Marine Safety Officers and trained lifeguards have the formidable task of watching over the water and patrolling the beaches.
They take pride in keeping Huntington Beach safe and work tirelessly to ensure residents' and visitors' safety.
Each spring, the lifeguards hold their annual tryouts to select the men and women who will go on to the Lifeguard Candidate Training Program in hopes of becoming Huntington Beach ocean lifeguards for the summer.
If you are interested in a challenging and rewarding job this summer, the Huntington Beach Marine Safety Division will be holding tryouts for new ocean lifeguards on Sunday, March 19th at 8 a.m.
The tryouts will be held at Lifeguard Headquarters, 103 Pacific Coast Highway, one block south of the Huntington Beach Municipal Pier. The starting pay is $15.13 per hour. All applicants must be 17 years of age by June 1, 2006.
The tryouts consist of three physical events: a 1000-yard ocean swim, a 500-yard ocean swim, and a 1,500-yard run-swim-run. All events are conducted in prevailing conditions around and through the Huntington Beach Pier.
Applicants must satisfactorily complete all tryout events to be eligible for further consideration.
Upon successful completion of the tryouts, up to 36 qualifiers will be allowed to register for the Lifeguard Candidate Training Program. The training program will be held on April 8-15 and April 22 and 23.

Taste of Huntington Beach will be held April 23rd
The 6th annual "Taste of Huntington Beach" will take place on Sunday, April 23 from 12 to 4 p.m. at the Hyatt Regency Resort and Spa. The Taste will serve samples from more than 50 of the City's favorite eateries and more than 30 nationally recognized wineries and breweries.
This unique sampling of the finest cuisine in Huntington Beach, paired with California wines, is all in the name of charity. Proceeds from this year's event will go to the Children's Library, part of the Huntington Beach Central Library.
Live musical entertainment will be provided for diners in the Grand Ballroom of the Hyatt. The Taste also features an extensive silent auction and raffle prizes.
Tickets are presale for $50 through April 16, which includes a $5 beachside parking for those not wishing to valet at the Hyatt. Otherwise, tickets are $60 at the door for the all inclusive day of sampling the finest cuisine from some of the favorite eateries in Huntington Beach.

City's Annual Easter Hunt will be April 15th
The City of Huntington Beach Kiwanis Club and the Huntington Beach Community Services Department will be presenting the annual Easter Hunt on Saturday, April 15 (weather permitting). The free hunt is for children up to nine years of age but there are plenty of activities and displays to entertain the whole family!
The activities will be held in Huntington Central Park, located off Edwards Street between Inlet Street and Central Park Drive. The starting times for the children's Easter hunt are as follows: 9:30 am for children with disabilities, 10:00 am for ages 2 and under 10:30 am for ages 3 & 4, 11:00 am for ages 5 & 6 11:30 am for ages 7, 8 & 9
Please have each child bring a container for collecting their Easter treats. Bunny photos, snacks and drinks will be available for a small fee.
Additional activities scheduled to occur throughout the morning include: game booths, face painting, musical entertainment and displays by the Fire and Police Departments, the Marine Safety Division and the Public Works Department.
Wireless Internet available at City Council Chambers
The City of Huntington Beach is introducing free wireless Internet access for the City Council chambers and adjacent meeting rooms. The City Council chambers has been a Wi-Fi hotspot since the December 5th meeting.
Starting at this meeting, observers have been able to use their laptop with wireless access capability to access the World Wide Web.
With this service, you are able to access the Internet, check your email, or pull up the agenda for the City Council meeting electronically through the City's website during the meeting. To use this free service, a laptop with a wireless card and wireless software installed will be required. An information sheet is available outside Council chambers to help users.

City Council Meetings now being Webcast live
The City of Huntington Beach City Council meetings are now webcast live through the City of Huntington Beach's website. This exciting new feature will only allows viewers to watch the live City Council meetings and other Channel 3 broadcasting on their computers, but also makes it possible to view archived meetings.
The City Clerk's Office made the initial contact with the company, Granicus, which specializes in the live-streaming of media content for local governments.
With support from the Public Information Office and Information Services, the City Clerk's Office funded this project from their budget so that the City would be able to offer this service to the public.
Now, for the first time, residents who do not subscribe to cable will be able to watch City Council meetings live from their homes via the City's website. The public will also be able to view the meetings live on the Internet if they are traveling or away from home.
If you miss the live webcast, you will be able to view the archived meeting after it is uploaded the next day. Please keep in mind that it will take some time to upload the meeting to be archived. Shorter meetings may be available the morning after the meeting, while longer meetings may not be available until the afternoon or evening.
Granicus allows viewers of archived meetings to "jump to" a specific agendized item of interest. This feature allows viewers to choose the archived meeting they wish to view, choose the agenda item or section of the meeting that they wish to view from a drop-down menu that is below the screen, and then watch the meeting starting from that point. Users will also be able to view the Council Agenda, and through a hyperlink, will be able to connect to the archived video at that point of the meeting.
The first meeting to be webcast live was the City Council meeting on January 17. The archived meetings (beginning December 19, 2005) are also available on the City's website.

Huntington Beach Conference and Visitors Bureau Update
A new advertising campaign has been unveiled by the Huntington Beach Conference and Visitors Bureau to market Huntington Beach to the leisure traveler and to meeting planners. Recently the Public Relations team promoted Huntington Beach at the California media reception in New York. The Orange County Tourism Council's Service Excellence Awards Gala, scheduled for April 3, will present the prestigious Legacy Award to Huntington Beach resident, Stephen K. Bone.

Art Center Update
Throughout the year, the Huntington Beach Art Center features new exhibitions, plays, and activities that hold appeal for both young and old, and this spring is no different. The Art Center has some exciting activities and events planned, and here are just a few of them:
"Talking Heads" is an exhibition that features the works of four artists from the core faculties of Art Departments of Southern California Graduate Universities. This exhibition will be held from March 17 through April 15, and a variety of media will be explored.
Newport Repertory Theater will be presenting "Till Death Do Us Part," the OC Murder Mystery and Wedding Crashers Play at the Art Center from March 23 -26. This murder mystery is about an offbeat wedding in Orange County. A murder takes place and all the guests, known as wedding crashers, are suspects. Presale tickets for "Till Death Do Us Part" are $12 for adults and $10 for seniors and children 12 and under; at-the-door tickets are $15 for adults and $13 for seniors and children 12 and under. The play runs Thursday, March 23 through Sunday, March 26 and show times are: Thursday through Saturday at 8 p.m., with matinees at 1 p.m. on Saturday and Sunday. The popular Spring Art at the Beach art camp for children ages 6 to 12 is returning again this spring. Full and half-day sessions are available. Professional instructors and art camp staff will choose daily projects that include drawing, painting, music, dance, and other media. Projects include "Pure Imagination," "Once Upon a Time," and "Surfin' USA."
Camp fee is $190 for one week of full-day sessions, and $115 for one week of half-day sessions. There are discounted prices for Huntington Beach Art Center Members.

Updated Passport Requirements for Travel to Mexico or Canada
The City of Huntington Beach, through the City Clerk's Office, has been designated as a United States Passport Acceptance Facility. The Western Hemisphere Travel Initiative will require all U.S. citizens, citizens of the British Overseas Territory of Bermuda, and citizens of Canada and Mexico to have a passport or other accepted secure document that establishes the bearer's identity and nationality to enter or re-enter the United States by January 1, 2008.
The Initiative will be rolled out in phases. The proposed timeline will be as follows: December 31, 2006 - Requirement applied to all air and sea travel to or from Canada, Mexico, Central and South America, the Caribbean, and Bermuda. December 31, 2007- Requirement extended to all land border crossings as well as air and sea travel.
United States citizens can visit the State Department's travel website, www.Travel.state.gov, or call the National Passport Information Center at 1-877-487-2778 for the most current information. Track and Field Meet gives youth an opportunity to win
The City of Huntington Beach's Community Services Department is once again presenting the annual Boys' & Girls' Track and Field Meet. This year's meet is open to youth born from 1991 to the present. The meet will consist of traditional events such as the long jump, high jump, running races, and the 12" softball throw. Once again, the ever-popular Diaper Dash will be part of the festivities. There will not be any relay races this year due to the fact that they are not being offered at the Orange County and SCMAF levels.
The meet is scheduled for Friday March 10 at 4 p.m. at Huntington Beach High School. In case of rain, the meet will be held Sunday, March 12 at 1 p.m. The cost is $10 per participant and $1 per spectator. There is no charge for the Diaper Dash.
All participants must have a waiver signed by a parent or guardian. Athletes may enter any two events, and only the top four finishers advance to the Orange County Meet. No bare feet or track shoes with cleats, spikes, or metal protrusions allowed; waffle shoes are legal. Ribbons will be awarded at all City meets for 1st through 8th place, and certificates will be awarded for all City records broken at the City meet.

Local Girl Scouts hold special Flag Ceremony
On March 12, 1912, the first Girl Scout Troop was registered. In honor of the Girl Scouting Birthday, the Huntington Beach Girl Scout Flag Unit conducted a special flag ceremony at the City Council Meeting of February 6, 2006.
The unit is made up of Girl Scouts from 11 different troops in Huntington Beach (Brownies, Junior Cadets and Senior Scouts) who practice monthly and perform for many different groups and organizations. The ceremony included a young scout singing the National Anthem.
City Treasurer introduces AutoPay program
The City of Huntington Beach is now making payment of your municipal services much easier with the AutoPay Program. This free service is available to all Huntington Beach residents and will automatically pay your utility bill on time each month. AutoPay automatically withdraws funds from any personal, business, or checking account to pay your bill for the city's utility services.
Anyone who wishes to sign up for AutoPay can print out an application at www.surfcity-hb.org/announcements/auto_pay.cfm. After completing and signing the application, attach a "voided" check from your financial institution and send it back to the City of Huntington Beach to the address on the application. Please ensure that your utility account is current, with no credit balance or delinquent amount owing when you apply.
After you have sent in your application, it may take between 30 to 45 days to process the application and to confirm your bank account. Continue to pay your statement normally until you see a message on page one of your statements that states that you are on the City's AutoPay program. You will not need to send a payment for that statement. After you see this message, the payments for current charges will automatically be taken from your account between 10 and 17 calendar days after the statement's date.

Sandbags available to residents
The rainy season is upon us again, and citizens of Huntington Beach will be able to get free sandbags during storms and when significant rainfall is in our forecast. Local citizens can receive up to 20 sandbags from the City of Huntington Beach Corporate Yard at 17371 Gothard St. The hours are Monday through Friday from 7:30 a.m. to 5 p.m. These hours may be extended in the event of a major storm.
Residents should be prepared to show a form of personal identification, like a driver's license or photo I.D card, and a current utility bill or similar proof of HB residency. Citizens are asked to bring their own shovel and fill their own bags, unless they are physically unable. The elderly and disabled may call the HB Fire Dept. CERT message line, (714) 536-5974, to have sandbags delivered by volunteers.

Miss Huntington Beach begins her reign
The newest Miss Huntington Beach was crowned on Saturday, February 4 at the annual Miss Huntington Beach Scholarship Pageant. Miss Huntington Beach, 2006, Summer Dawn Maue, recently graduated cum laude from the University of Florida with a bachelor's degree in advertising. Denise Willian, a senior at Fountain Valley High, was selected first runner-up, and Caitlyn Becker, a senior at Huntington Beach High, was selected second runner-up.
The Women of Action of the Huntington Beach Chamber of Commerce put on this scholarship pageant every year, which is a precursor to the Miss California competition and part of the Miss America Competition. The 11 contestants who competed this year were chosen by the Miss Huntington Beach organization who guided them through several months of training. All the contestants must either live, work, or go to school in Huntington Beach.
Each week leading up to the pageant, the girls met to prepare and rehearse, and also are given the opportunity to learn about Huntington Beach. They were invited on several field trips throughout the City to learn about the places and people of Huntington Beach. Miss Huntington Beach is chosen based upon the criteria of an interview, her talent, her appearance in a swim suit and evening gown, her stage appearance, her platform on major issues and her scholastic goals.
Summer Dawn Maue, Miss Huntington Beach 2006, has trained for 15 years in piano and played for the talent portion of the pageant. Her platform was "The Importance of Athletics for Girls," feeling that strong girls make strong women. She will be very busy this year, representing Huntington Beach and attending many City functions, and also preparing for the Miss California Pageant. The scholarship money she won will go towards paying off her student loans from college.
Save-A-Life Saturday CERT Classes
For more than 14 years, the Community Emergency Response Team Program has provided information and training on disaster preparedness. Huntington Beach CERT was formed by the Fire Department following a tornado in 1991. In case of an emergency in Huntington Beach, CERT will assist by providing leadership and coordination during an emergency, and assistance to help victims recover from an emergency.

Location for Paintball Tournament has been changed
The National Paintball League's competition is once again coming to Huntington Beach. This year, however, the action will be moving from the beach near the Pier down to the parking lot and beach area in front of the Hilton and Pacific City. The NPPL Super 7 World Series will be taking place March 23-26 from 6 a.m. to 9 p.m. (6 a.m. to 10 p.m. on Saturday the 24th).
Paintball is currently the third most popular extreme sport in the world, with 12 million followers. The floor for the competition will be made of Astroturf, and high netting will surround the playing area so that no paintballs will escape. The participants play a more challenging version of a combination of "tag" and "hide and seek."
During the Paintball Tournament, the Beach Parking lot on PCH across from Pacific City and the Hilton will be closed, so there will be no overnight RV Parking from March 20 to 28th. City's Golf Tournament will be April 22nd
On April 22, the City of Huntington Beach, Community Services Department, will sponsor its eighteenth Annual Golf Tournament at Meadowlark Golf Course. Registration will be $75, which will include green fees, shared golf cart, tee prizes and a food/drink coupon.
The tournament is open to all men and women whether you have a handicap or not. Awards will be given to the top ten players for low gross and low net. Registration is limited to 100 golfers and the last day to register will be April 1. Register by mail or in person at 2000 Main St. on the 5th floor. New service at City Library
Visitors to the library's website (www.hbpl.org) can now click on BookLetters to link to an exciting new service for readers. BookLetters is full of news about the world of books and readers and allows readers to browse new book reviews, read author profiles, search for award winners, and sign up for free online newsletters.
The new service also provides material for book discussion groups, and allows readers to access recommendations based on their individual reading tastes. Movie fans will find film reviews and even video preview clips. The service is accessible to anyone who visits our website and is also available in Spanish.

Sometimes, finding much-needed information on community health and human services and support is difficult, but Info Link is now making this process much easier. Info Link, a toll free service, is trying to help make this process easier for Orange County Residents in need. By using this service, you can speak to an Information Specialist and receive assistance in finding answers to your questions.

Magic on the menu for Library fundraiser
The Huntington Beach Central Library and Cultural Center on March 11th will welcome Magician/Comedian Jerry Hart and the Good Mood Café, for an evening of light hearted wit, humor, and natural gourmet foods. Catered by Master Chef Ursula Horaitis, who draws her recipes and flavors from a variety of German, French, Swiss and Italian influences surrounding her native country of Germany, the dinner buffet that will have a "wide variety of foods for every taste, carnivores to herbivores"
The show will be light fun and amazing sleight of hand, enjoyable for singles, couples, families, corporate group "… Dinner buffet begins at 6pm. Show is at 7:30pm .

Patti Fogarty is honored with Mayor's Award
The Mayor's Award for February was presented to Patti Fogarty, Executive Assistant to the City Administrator. Patti has been with the City since 1971 and started as a clerk typist in the City Clerk's office. After a short tour to see Europe in a VW bus, she returned to the City in 1973 as an administrative assistant. Patti was then promoted to Executive Assistant to the City Administrator and has worked for 10 different City Administrators.
Throughout her years, Patti has come to develop a great history about the City and is a wonderful resource for the City Administrator's office. Her warm and outgoing nature are always welcome in what can be a hectic and stressful environment. She is an excellent ambassador in the office and her administrative skills are outstanding.
Patti loves living in Huntington Beach with her husband, Don, and two cats. She was joined at the February 21st City Council meeting by friends, co-workers, the city council and City Administrator Penny Culbreth-Graft for the presentation of the award and a group photo.
Sister City Ambassadors have been selected
Eight Huntington Beach students have been selected as Ambassadors of Good Will to Waitakere, New Zealand and Anjo, Japan-sister cities of Huntington Beach. In a two-week reciprocal exchange, four will visit New Zealand over spring break, and four will travel to Japan in early August. All eight students will host their student counterpart the first 2 weeks in July. An adult delegation from Anjo, Japan will visit Huntington Beach over the 4th of July.
This is the 24th year of the successful student exchange. Students who live or go to school in Huntington Beach are eligible, and are selected each fall on the basis of an application and personal interview. Representing our city in New Zealand will be Kaylee Beutel and Colleen Kustura, Ocean View High School; Nahal Jalali-Farahani , Marina; and Corynne McMulllin, Huntington Beach High. Robin Hite will serve as chaperone.
Visiting Japan will be Ryan Heberden, Huntington High; Diana Liechty, Huntington Academy for Performing Arts; Julia Staudinger, Marina; and Josh Stout, Edison. Sharon Holland will be the chaperone to Japan. The Community Services Department oversees the Sister City Association; the website is www.hbsistercity.org.
